It's called the cart before the horse. McCain just doesn't know what to do as he has tried everything. Bush has made a complete ass of himself and will end his two terms in office as a complete failure and the only US President who not only committed more crimes and chaos around the world but the Congress and Speaker Pelosi just prayed for him. With God's blessings the United Nations will bring charges of War Crimes the US didn't.
