With the process of going through the budget line by line in full swing, the President uses his Weekly Address to give some examples, big and small, of how the Administration is working to cut costs and eliminate waste. The President also announces two new key appointments, Jeffrey Zients as Chief Performance Officer and Aneesh Chopra as Chief Technology Officer, who will be invaluable in streamlining the way government functions through efficiency and innovation.

Khalid Sheikh Mohammed Was Waterboarded 183 Times in One Month — I've put this detail in a series of posts, but it really deserves a full post. According to the May 30, 2005 Bradbury memo, Khalid Sheikh Mohammed was waterboarded 183 times in March 2003 and Abu Zubaydah was waterboarded 83 times in August 2002.

F.B.I. and States Vastly Expand DNA Databases Law enforcement officials are vastly expanding their collection of DNA to include millions more people who have been arrested or detained but not yet convicted. Starting this month, the Federal Bureau of Investigation will join 15 states that collect DNA samples from those awaiting trial and will collect DNA from detained immigrants. The F.B.I., with a DNA database of 6.7 million profiles, expects to accelerate its growth rate from 80,000 new entries a year to 1.2 million by 2012 -- a 17-fold increase.

Investigation --DynCorp is State Department's largest contractor, holding billions of dollars in contracts The State Department has ordered DynCorp International to replace the senior managers in charge of a major police training contract in Afghanistan after it launched an investigation into the company's handling of an employee who died of a possible drug overdose, government officials said. The investigation centers on the death of a security team leader working under DynCorp's 18-month, $317 million civilian police training contract, a key element of the U.S. government's effort to rebuild Afghanistan in the wake of the 2001 'removal' of the Taliban from power.
