To answer your question: Yes, Libby did throw Cheney under the bus by ssying that Cheney ordered him to leak Plame's name.
That information was exposed in the government exhibits GXT1 and GXT2. Both exhibits were Libby's grand jury testimonies in March 2004. Of course, Libby was charged with perjury, obstruction of justice, and making false statement and not in a conspiracy to oust a CIA covert officer. Alot of the hard evidence that Fitzgerald needed for his investigation lies in the 250 missing emails that weren't submitted to him at the time of the investigation. I will go ahead and post an article that I wrote in Newsinkling where I covered the CIA leak investigation. Good question.
