Detroit City Council is to vote Tuesday on whether to hold a new round of hearings in the text message scandal, this time focusing on whether Mayor Kwame Kilpatrick, his former chief of staff Christine Beatty and top Detroit Police Department officials violated the city charter and the department's conduct manual, respectively.
Hearing is set on effort to remove Kwame from office
