On Feb. 13, he flew to Washington on a state plane and checked into the Mayflower.
There, he rented out two rooms, including one under the name of a friend and campaign donor, George Fox, the sources said.
Fox denied knowing anything about the arrangement.
State records show Spitzer flew back from the Capitol the next day, Valentine's Day, on a $135 US Airways shuttle paid for with his state credit card.
State officials could not say how much the state plane trip to D.C. cost.
There's no record of the state paying for Spitzer's hotel room that night, but Spitzer was at the same hotel Feb. 6, using his state credit card to pay for his $284 room and round-trip US Airways airfare of $271.
Prosecutors have not alleged he had another rendezvous during the Feb. 6 Mayflower visit, but in conversations recorded by the FBI, prostitution ring employee discuss $400 in "credit" Spitzer had left over from previous liaisons.
The Washington Post reported that the FBI staked out Spitzer at the Mayflower on Jan. 26 in an unsuccessful attempt to catch him with a call girl.
During the Feb. 13 stay at the hotel, a source said, Spitzer had a state police escort that was supposed to constantly shadow him.
Tuesday, a hotel employee told The News she recalls seeing Spitzer at the hotel around Valentine's Day heading to the hotel gym - by himself.
Another source said the governor appears to have ditched his police escorts during the two hours he was allegedly meeting the hooker in room 871.
"What they know so far is that the governor told the troopers to get lost," said a source who was briefed on the investigation.
At the hotel, it appears Spitzer left his room, somehow obtained the key to the other room registered in Fox's name, then left it in the room with the door ajar.
That way, "Kristen" entered the room when he wasn't present, and he came in later. He left before she did about midnight.
A clerk at the hotel said Tuesday guests can't obtain keys without showing ID, so it's not clear how Spitzer was able to obtain a key for a room registered in another name.

A lot of cicumstantial evidence that the Feds have on Spitzer. But, they are certainly trying to build a case on him. Let's not forget that Spitzer was a former prosecutor...
