Syria, Iran, and Venezuela Tuesday are initialing an agreement to build an oil refinery in Syrian soil.
The 140,000 bpd plant will be located near the town of Homs, central Syria, the Syrian official news agency SANA disclosed.
The execution of the agreement will be followed by the organization of a joint venture among the three parties. This firm is to undertake the relevant surveys and complete the project. Besides the three countries, the Malaysian Al-Bukhari Group is to take part in the construction of the refinery, SANA added.
Iranian Vice-Minister of Petroleum, the Venezuelan Vice-Minister of Hydrocarbons and the chairman of Malaysian Al-Bukhari Group are expected to arrive in Damascus to initial the agreement. They are also visiting the refinery site in the Al-Farkalas region, east Homs, some 160 kilometers north the Syrian capital city.
Besides this refinery, Pdvsa is engaged in plans to build three refineries in China, together with Chinese oil firm CNPC.

All this progress with World Leaders as the US is left out. Now the US was once one of the strongest Leaders of the World and involved with all business agreements. As we see today World Leaders are taking care of business and making deals and leaving the US out. It's going to be a cold winter and no affordable heat in the US. I hope Chavez and help the poor people again with discount heating fuel. Bush dropped the discount heating bill for the middle class and poor.
As much of a blowhard Chavez is, he does take care of the poor people better than his predecessors. Not all of the rich people are happy with him.
Go figure. ;-)
