And I'm not surprised...
From Thinkprogress:
“The White House on Tuesday declined to rule out the possibility of an eventual pardon for former vice presidential aide I. Lewis ‘Scooter’ Libby. But spokesman Tony Snow said, for now, President Bush is satisfied with his decision to commute Libby’s 2 1/2-year prison sentence. … ‘The reason I’m not going to say I’m not going to close a door on a pardon,’ Snow said, ‘Scooter Libby may petition for one.’”
By giving Scooter a commute and letting Scooter skate from prison time yesterday, Bush had put a nail in his coffin of his Presidency. By giving Scooter a pardon will cement his legacy as President for good.

The federal judges, i.e. Walton are under more strict sentencing standards than most, actually legally bound to the strict sentencing standards, considering that Walton, the special proscecuter etc. and any other attorneys involved were all GOP appointees the commute was a big question mark for the GOP.

Hmmm. Interesting.. Bush's tragic mistake is that he made a very quick and worse judgment in Libby. Of course, he didn't make this decision alone. The Gerbil's daddy and Mr. 9% were the Gerbil's guidance. Bush saw a certain loophole in the commute guidelines for the Justice Department but didn't read the entire guidelines on the fine print that said that a person cannot be currently appealing his/her conviction for be granted a commute.
You made some valid point about the federal judges being under strict sentencing standards. But, in Bush's world, law can only benefit him only. And what Bush has done yesterday is basically discredit all federal judges, Judge Walton, and the three panel appellate judges despite they are under strict sentencing standard.
Finally when you mentioned about GOP appointees, it is no longer the norm thanks to the Gerbil. It is now who serves at the "pleasure of the President" and who is a Bush loyal.
