Citizens for Responsibility and Ethics in Washington (CREW) filed a Senate Ethics complaint against Senator David Vitter (R-LA) asking for an investigation into whether he violated the Senate Rules of Conduct by soliciting for prostitution.
On July 9, 2007, it was revealed that Sen. Vitter's telephone number was included in the so-called "D.C. Madam," Deborah Jeane Palfrey's, list of client telephone numbers. Sen. Vitter confirmed that he had sought Ms. Palfrey's services, saying in a statement, "this was a very serious sin in my past for which I am, of course, completely responsible."
The Senate Ethics Manual provides that certain conduct may be improper even though it does not violate specific Senate rules or regulations. (A .pdf version of the Senate Ethics Manual can be found at the website of the Senate Ethics Committee.)
And how many more Senators and Congresspeople who are on Ms. Palfrey's phone list violated the code of ethics???
