DC Madamgate: 'D.C. Madam' ID's security expert as client

A former Navy commander who is a highly respected national security expert was shocked to learn Thursday that he was identified as a client of accused Washington madam Deborah Jeane Palfrey.


Harlan Ullman, a veteran of the Vietnam and Persian Gulf wars who serves as senior adviser at the Center for Strategic and International Studies, said he has hired a partner in the New York law firm of Bracewell Giuliani to explore his legal options.


"I don't know what is going on. I was shocked to see it," said Ullman, who lives in Washington. "This is the first I've heard of it."


Palfrey, 50 -- a native of Charleroi, Washington County, who lives in Vallejo, Calif. -- filed papers in federal court yesterday naming Ullman as a "regular customer" of her adult escort service, Pamela Martin & Associates. She said Ullman is an example of the high-profile clients whose names could surface in preparation of her defense on federal racketeering and money-laundering charges.


In a self-prepared petition, Palfrey wrote that "this is not an ordinary case." She said Ullman is "a commissioner to the Congressionally-mandated review of U.S. strategic posture being conducted through the Department of Defense and was the author of the 'shock and awe' doctrine employed by the present administration" in connection with Operation Iraqi Freedom.


Air Force Lt. Col. Tracey O'Grady, a spokeswoman for the Department of Defense, said yesterday that Ullman is "definitely not" a paid department employee; however, she was unable to determine whether he is a paid contractor.


Palfrey claims she has 46 pounds of records pertaining to former clients. She said Ullman is "one of dozens" of such officials on her customer lists.
