After watching Journey with George, it's clear this guy can't think for himself. There are many running the Presidents office and Rove is obviously one of them.

Yes, many co-Presidents in office: Rove and the Dickster. The Gerbil was simply a puppet, a figure head, and a blow-up doll President.
