I think Bush will have a problem making friends and influencing people south of the border if he keeps lying about an alleged increase in foreign aid during his administration. Note that all of the good things Hadley ticked off at the end of the Post piece that are all being done supposedly for the people of Latin America are in fact being done for the good of defense contractors, the multinationals, and the ruling elites.
